(Monthly) Pilot Charts of the North Atlantic Ocean (now available as Atlas of Pilot Charts North Atlantic Ocean--National Geospatial-Intelligence Agency (formerly National Imagery and Mapping Agency/Defense Mapping Agency) Pub. no. 106) indicate prevailing wind direction and force.   This publication is available  for sale from the Government Printing Office (http://bookstore.gpo.gov/).  The NOAA Central Library in Silver Spring, MD has the old pilot charts but they do not circulate.
